The social partners’ more formal role and the daily manager-staff dialogue at the workplace are complementary. The purpose of this working area is to develop and stimulate local cooperation in line with the intentions of the national agreement, Cooperation for the Future, concluded in May 2016. Target groups are local social partners representatives at the central government agencies.

The mission includes:

• Supporting local social partners in their efforts to develop cooperation.
• By seminars adapted to local needs.
• By developing the web-based tool that was introduced 2017.
• Making visible how important cooperation is for good leadership.
• Clarifying the importance of staff engagement, responsibility and contribution to the improvement of agencies’ operations.
• Discussing how well-functioning cooperation may affect the roles of social partners.
• By illustrating how dialogue between staff and managers affects the role of local unions and employer representatives.
• By showing how local social partners can create trust that contributes to the desired operational improvement.
• Marketing how cooperation can work as a method to reach operational goals.
• Evaluating the output of the working area.
  Special attention shall be taken to employees’ special and central role in terms of joint cooperation.
